Candidates allege anomalies in appointment of VCs

PESHAWAR: Showing dissatisfaction over the procedure adopted for appointment of vice-chancellors at various public sector universities in Khyber Pakhtunkhwa, a number of candidates have urged the government to declare it null and void. Addressing a news conference at Peshawar Press Club on Wednesday, many candidates led by Dr Shafiqur Rahman questioned the process and procedure adopted by search committee for appointment of vice-chancellors.


Dr Shafiqur Rehman said that the mechanism adopted by the search committee for appointment for vice-chancellors was unlawful. “No legal formality has been fulfilled before the short-listing of candidates to ensure transparency in the process. We have serious concerns over the entire mechanism and recruitment process. It should be declared null and void forthwith,” he added.

Dr Rehman said that a total of 191 candidates had applied for posts of vice-chancellors at nine public sector universities in the province. Of them, 125 were declared eligible for the posts, he said. He added that search committee devised its own marking formula, which was based on individual tabulated scores, and 62 candidates were called for interview, held in Islamabad on March 13 and 14, 2017.

The candidate alleged that selection process of the search committee was based on favouritism and nepotism. He said that it was against the rules and unacceptable to them. He said that the committee ignored almost 50 per cent candidates in the initial scrutiny. He added that associate and assistant professors were also called for the interview in violation of merit policy.

Flanked by Dr Shah Alam, Dr Sarfraz Khan, Prof Mansoor Khattak, Prof Fakhr-i- Alam, Dr Bashir and other candidates, Dr Rehman said that the mechanism adopted for appointment of vice-chancellors was neither approved by provincial cabinet nor the chief minister. He also expressed concerns over inclusion of members in the search committee from other provinces.

He said that all public sector universities were running under Khyber Pakhtunkhwa Universities Act, 2016, which was amended thrice by the provincial government. He said that Sub-section (5) of Section (12) of the Act laid down the condition that the academic search committee should adopt the procedure as provided in Schedule-II for the recommendations of the panel of up to three suitable candidates.

“As per clause 5 (B) of part-D of the Schedule-II, the search committee is mandated to shortlist candidates from amongst the eligible applicants,” he added.

Dr Shafiq appealed to the chief justice of Peshawar High Court to take suo moto notice of the matter to ascertain anomalies in the recruitment process. He also urged provincial government to avoid disclosing names of the appointed vice-chancellors.
