ISLAMABAD: A large number of the Quaid-i-Azam University’s (QAU) employees on Wednesday staged a protest against the vice chancellor for forcibly sending the registrar on leave and the university not resolving their issues.
The varsity’s vice chancellor, Dr Javed Ashraf sent Registrar Dr Shafiqur Rehman on forced leave on Wednesday saying this was according to the decision of the syndicate, which met on Monday and consists of 13 members including some lawmakers, three QAU faculty members, secretary Ministry of Education and a representative of the Higher Education Commission (HEC).
“Today, the VC sent me on forced leave,” the registrar told Dawn.
According to the employees who staged a protest on campus on Wednesday, they had contacted three members of the QAU Syndicate only to be told that the decision to send the registrar on leave was not taken by the syndicate.
The employees decided to continue the strike on Thursday. This led to the university administration asking to seek district administration to provide security Thursday morning so the protest will not affect classes.
“Why did the VC remove the registrar before issuing the minutes of the meeting? If the syndicate has made the decision, then the VC should release the minutes,” said Rashid Mahmood, president of the Officer Welfare Association.
He said the university administration was not granting a raise in medical allowance for low grade employees while, at the same time, some favoured faculty members were being given salary raises.
“The HEC formed an inquiry committee recently which had also pointed to massive irregularities in QAU and suggested the chancellor should immediately remove the VC. However, no action was taken on the report,” Mr Mahmood said.
“The registrar was forced to leave because he was challenging the illegal steps being taken by the VC. It is interesting that the previous syndicate had restored the registrar and now the VC is saying the new syndicate set aside the previous syndicate’s decision,” said Attaullah Munic, president of the Non-Gazetted Employees Association.
In 2015, the QAU registrar was sent on forced leave after an inquiry had pointed to several administrative irregularities and due to his out of turn promotion from grade 20 to 21. He remained on forced leave for 18 months before the previous syndicate had set aside the findings of the inquiry and restored him to his position in Sept 2016.
According to the notification issued by the VC on Wednesday, the new syndicate decided to send the registrar on leave again. Additional Registrar Mohammad Sabir Khan was given acting charge as registrar.
