PESHAWAR: The higher education department has decided to introduce associate degree in four years Bachelor of Studies programme that would be awarded to students after successful completion of two years, according officials.

They said that higher education department was also working on a mechanism to replace completely the BA/BSc and MA/MSc degrees with BS degree programme. The decision to launch associate degree programme has been taken with the approval of Higher Education Commission.

Officials said that the associate degree programme might be launched from next year in all state-run universities and colleges. “On successful completion of four semesters (two years) of the four years BS/BEd programme, which consists of eight semesters, if some students cannot continue their studies for any reason, they students would be awarded associate degrees,” they added.

Decision to benefit those students, who can’t complete four-year degree
The degrees would be called Associate Degree in Arts (ADA), Associate Degree in Science (ADS), Associate Degree in BEd and Associate Degree in Applied Sciences etc.

“The students having associate degrees could resume their studies right from the fifth semester within the prescribed timeframe,” said the official.

Adviser to Chief Minister Mushtaq Ahmed Ghani, when contacted, said that until then two different degree programmes had been running parallel in the public sector universities and colleges.

He said that currently BS programme along with BA/BSc was running in 35 colleges. “I have directed higher education department to introduce BS programme in all colleges as the degree is recognised worldwide,” he added.

Mr Ghani said that the case of introducing associate degree in BS programme was taken up with Higher Education Commission a year ago.

He said that after consultation for one year, Higher Education Commission recently agreed with the proposal of the higher education department to introduce associate degree.

He said that implementation of BS programme in all government colleges would need huge investment to develop infrastructure and increase the number of teachers.

An educationist, working on an important position, termed government’s decision of introducing associate degree in BS programme beneficial for students.

“When BS programme was launched a few years ago, we proposed to the government to introduce associate degree as the programme is stretched over four years,” he said.

The educationist said that it was necessity of BS programme to cut it into two phases as there was high dropout rate in the existing system owing to the long period of its completion.

“Currently, the students quitting BS degree programme in second or third year go empty hands as they are not eligible for any degree,” he added.

He said that most of the students enrolled in state-run run institutions belonged to poor families and sometimes couldn’t continue their education for four years at a stretch so they left their BS degree incomplete. “Quitting BS degree in the middle owing to financial problems and other reasons is a major loophole in the system,” he added.

“Introduction of associate degree in BS programme will provide a safe exit to such students,” said the educationist.

He said that it would be more beneficial for the girl students, who got married during their studies but could continue their education after a break of one or two years.

Missing one or more meals does not mean hunger. It means insufficient food at a given time and uncertainty of getting the next meals. My Financial Career by Stephen Leacock

My Financial Career
by Stephen Leacock

“My Financial Career” is one of Leacock’s earliest pieces, appearing in his first published humorous book, Literary Lapses. One of his most anthologized works, this short sketch of less than two thousand words already treats one of Leacock’s favorite themes: the effect of economics on the lives of men. When one remembers that Leacock took his doctorate in economics, it is not surprising that this piece illustrates the Everyman’s fear and mistrust of the bank as institution. Typical of his best work, the sketch opens quickly with the narrator’s frank admission that banks and everything about them “rattle” him.

The future of education in Pakistan

Equal access to quality education, has been a long-standing challenge for Pakistan. Out of an estimated population of 191 million, nearly 25 million children between years 5-16, are deprived of schooling. Moreover, increasing urban-rural population divides have given strength to massive income disparities, which have made education a privilege for the wealthy, and a distant dream for the nation’s rural populace. To meet these challenges, it is essential to integrate educational equity, scalable technology and progressive lesson planning, into one far-reaching strategy. UnitedWeREACH promises just that.

NBEAC brings together business schools for strategic level discussions

Islamabad: Bringing together more than 100 academic administrators of the nationwide business schools for strategic level discussions on how to increase the quality of business education in the country, the National Business Education Accreditation Council’s two-day annual event, Deans and Directors Conference, opened at a local hotel on Tuesday.

Among participants were deans, directors, heads of departments, senior faculty members and others associated with higher education business units for strategic decision making and synchronisation of internal operations.

According to NBEAC Chairman Dr Hasan Sohaib Murad, the conference focuses on the balance required between global paradigms and the need to customise business education in the country to meet local needs.

“Both businesses and business schools in Pakistan – small or large, urban or rural – face competition for products and services created by the spread of information technology and globalisation. However, our context, culture and heritage, demands a certain degree of indigenisation in management practices and in business education.

“This year’s conference is designed to increase the effectiveness of business education in Pakistan through debate on the issues and through related refinements in the accreditation process,” he said.

Dr Hasan said the conference’s objectives were to evaluate the extent to which business education in Pakistan was preparing graduates to contribute to the local and global economic activities; identify unique themes and specialisations for business education in Pakistan keeping local needs and global trends in perspective; discuss the balance between indigenous and international curriculum content for effective business education in the country; share the experiences of education leaders from Pakistan and other countries of creating a balance between indigenisation and globalisation of business education in their countries, and identify ways in which accreditation could be used as a framework for addressing the challenges associated with convergence and divergence.

He said the conference would help identify the critical steps to align education with business needs, and identify and recommend actions to the emerging challenges in business education. Established by the Higher Education Commission in 2007 to ensure good quality in business education degree programmes, the NBEAC is a national level authority to organise and carry out comprehensive programme of accreditation.

Federal Minister for Planning, Development and Reforms Ahsan Iqbal, who was also in attendance at the conference, declared education imperative for development.

He said he had a very special relationship with business education as he took ‘refuge’ in academia for a living after being ‘unemployed’ in the wake of the Musharraf military coup and taught business administration at a major educational institution for seven years.

“Education is the process, which gives people social, mental, intellectual and physical and skills and makes them productive for their society. Likewise, development is a process, which caters to the social and economic well-being of the people. In this light, if education and development are not aligned, societies can’t see the desired results of their efforts for progress,” he said.

The minister said if the investment in education sector didn’t contribute to the people’s welfare, it was also deemed to be going to waste. He said Pakistan had two major challenges i.e. poor investment in education in the past and the education offered wasn’t aligned with the process of production and development.

The minister said today was the age of super change and therefore, we all have to align ourselves to the new forces of changes. “This is not the age when the world is run by boundaries or walls. Today is the age of globalisation, regionalism and branding for progress. I hope business schools of the country will understand all that and formulate their courses and reform curriculm and teaching practices accordingly to produce youths, who can help the country become a leading Asian economy,” he said.

Chairman of the Parliamentary Committee on China-Pakistan Economic Corridor Mushahid Hussain Sayed, who was also present on the occasion, said the multibillion dollars CPEC project was the biggest opportunity in history for Pakistan to develop itself.

He said currently, the global balance of economic and political powers were shifting from the West to the East promising a better future for Asian countries, especially Pakistan. “According to my calculation, the fall of the US began in 2003 when they conducted an unlawful invasion on Iraq. The 21st century is the century of Asia,” he said.

Mushahid Hussain Sayed said Pakistan’s future was very bright and the CPEC project was a golden opportunity for Pakistanis to build better tomorrow for themselves, Sino-Pak relations and the region.

Declaring education the key to success, he also stressed the need for giving the people across the country access to education. Noted among other speakers were Higher Education Commission Chairman Dr Mukhtar Ahmad, chief economist Dr Nadeem Javaid and associate professor at the FAST School of Management, Islamabad, Dr. Sadia Nadeem.

Free coaching classes launched for brilliant students

DAGGAR: It was fascinating to see top officials of the district government, civil and military administration flocking together at a simply arranged stage at a government school here to make pledges before students and their parents that all energies and resources would be utilised for promotion of education in the district.

The ceremony was aimed at kicking off the ‘pre-exam free coaching classes’ for brilliant students of public sector schools from across the district.

District Nazim Dr Ubaidullah was sitting in the middle of the dignitaries seated in a single row on the stage. He was flanked by Deputy Commissioner Zariful Maani, army in-charge in the district, Lieutenant Colonel Faisal, District Police Officer Irshad Khan, District Education Officer Bakhtzada, District Naib Nazim Yousaf Ali, Additional Assistant Commissioner Azmat and the coordinator of the coaching classes Shahid Khan.Miles away in another school, a similar function had been arranged simultaneously for girl students.

The speakers were careful in mentioning the names of those extending financial and other support for the ceremony and the subsequent classes. However, the deputy commissioner could not stop thanking the district government for extending all-out support for the project and the Sarhad Rural Support Programme (SRSP) for sponsoring the inaugural ceremony.

The district government has approved Rs5 million for the free coaching classes. The district nazim in his speech as a chief guest said apart from the funds they allocated for the coaching classes. He said they would provide maximum resources even beyond their capacity for promotion of quality education.

He assured the district administration of support in other good initiatives like the tree plantation, cleanliness and purging the society of the menace of drugs. Deputy Commissioner Zariful Maani said promotion of quality education was the top priority of district administration.

He said there was no dearth of resources at any level. However, he said commitment and sense of ownership were lacking. “These are our institutions and the students studying there are our children. We should own these institutions and demonstrate commitment to make the state-run institutions as the best,” he argued.

The official was confident that the students attending free coaching classes would show the best results in the upcoming board examination. He said at the end of the classes a tough examination would be given to the students and the top three students would receive commendation certificates besides cash prizes.

The official announced cash prize of Rs100,000 for the students of government schools who could get position among the top 10 in the secondary school certificate examination and Rs50,000 for the student, who could get a space among the top 20 students in the board.

Health, education K-P govt priority’

PESHAWAR: Khyber-Pakhtunkhwa Chief Minister Pervez Khattak in a veiled reference to the prime minister on Tuesday said reforms in health, education and other government departments were bigger achievements than inaugurating a motorway.
PTI, he said, took time to legislate laws for the health sector adding that a Metro Bus Service will also be launched in the provincial capital.
Addressing an inaugural ceremony of a nine bedded general Intensive Care Unit (ICU) at Lady Reading Hospital, he stated that since the provincial government was focusing on reforming health sector and to facilitate the general public, medicines were being provided free of cost at health facilities and the general public was benefiting from it.
Taking a jibe at the former government, the chief minister said that all one had to do to see PTI’s achievements was to compare it to the previous government.
“Inaugurating a motorway is not something really big but besides health, we are reforming the educational sector so that the underprivileged benefit from it,” Khattak told the participants, adding that other mega projects were also underway in the province.

The new general ICU was completed at a cost of Rs50 million and Senator Ilyas Ahmad Bilour’s funds were utilized for the project. Fresh machinery with ventilators and other essential machines have also been installed. Since the funds were issued by Senator Ilyas Ahmad Bilour, Khattak ordered the ICU be named after Shabbir Bilour Shaheed.

On Centre’s advice: Teachers recalled for census duty

LAHORE: A day after exempting schoolteachers from census duties, the Punjab government has reversed its decision reportedly on the insistence of the federal government. The teachers will now carry out their examination as well as the population count duties along with officers from government departments.

The School Education Department (SED) has, however, been directed to make sure no there is no clash of schedules between the census training and the Punjab Examination Commission (PEC) examinations of Class-V and Class-VIII.

Schoolteachers across the province will begin training for the upcoming census from today (Monday) as the provincial government has decided to retract its earlier decision of not using their services.

According to reports, the decision was taken late Saturday evening on the intervention of a federal minister, who asked the Punjab government not to withdraw teachers from census services.

The decision to withdraw the earlier order on a weekend took many teachers by surprise as the earlier decision had come came directly from the Punjab Chief Minister Shehbaz Sharif.

Talking to The Express Tribune, Punjab Teachers’ Union (PTU) General Secretary Rana Liaquat Ali termed the decision ‘strange’. “It was taken at an odd hour that too on a holiday,” he speculated. “The teachers have been informed about the training sessions of the census just one day earlier.”

In a message to all district education authorities (DEAs) and their respective CEOs, the SED withdrew its instructions issued on February 3 regarding the cancellation of census duty of teachers. “Teachers deputed shall perform their census duty as per instructions issued earlier,” it said.

On February 2, the School Education Department had aired concerns about overlapping duties of examinations and census. The notification directed officials to take appropriate measures to perform both exercises without any default or disturbance.

PMDC President Prof Dr Shabir Lehri said the format of NEB exam had been changed to make the examination more transparent.

“Exam of first two steps will be based on MCQs, whereas Step-III format shall remain the same as approved by the council,” he said.

Dr Lehri said the council had introduced a new challan form system for candidates for which they have to visit PMDC’s website and follow the instructions to fill the challan and submit the fee. Fee in the form of drafts will not be acceptable any more, he said.
